The full answer is a bit more complicated...

Recently, New York passed a law making it illegal for a landlord to discriminate against prospective tenants on the basis of their source of income, as long as it's from a lawful source. "A lawful source" includes government programs and housing vouchers. This means that New York landlords may not discriminate solely on the grounds that the prospective tenant is including the value of their housing vouchers as part of their income.

However, this doesn't mean that a landlord has to approve your application. If you are using housing vouchers you must still meet any employment, income, credit worthiness, and security requirements that the landlord uses to approve rental applications. As of this time, the criteria that landlords use varies widely and there is no uniform way of knowing how a landlord will qualify you financially.
