“’I haven’t seen apartment rents dramatically change...,’ said Ralph Barocas, owner of Rent-Direct.com, an Internet apartment locator covering the New York metro area. (Rent-stabilized apartments in New York City rose by 3.5% for one-year leases and 6.5% for two-year leases in 2005.)

Barocas sees the rental market...[continuing] to see landlords offering concessions in lieu of lowering rents any more than they already had since 9/11.”
